Planning/City corruption to Seaview Terrace in a tiny partial summary of volumes of files, violations, lies, intimidation tactics, etc. Per  City Planner Wayne Marshall, City Manager Joe Slocum 4/2011- The destruction and flooding to Seaview Terrace is a force of nature, the stream is natural, has not been altered by the City.

The City is not adding to the stream.

The City not liable for acts of nature.

The City did not do storm water work with heavy City equipment between 27 and 23  Seaview Terrace to channel accumulating run off and flooding from 26 Seaview into my private property at 17.

The City does not have any maps nor information on any storm water coming into Seaview Terrace. Your request for these maps and information is monumental and we will charge you ruthlessly and not produce any documents or proof.

The City's filing and removal of final plans from the Waldo County Deeded Registry into the City Planners control are a mess and per Joe Slocum is just the "dynamics" of a small municipal. Really, we pay him 95k to use his mess to hide behind. And 75?k to Wayne Marshall to assist. And the Council to serve the people to take no action for the mess and to NOT serve the people.

I uncovered with held original plans proving my stream property was not natural and the City approved moved.

Joe Slocum had inspected months prior, and decided was case closed, natural stream, no severe erosion, typical for natural runoff in any stream he has seen, claiming to be an expert at stream inspection along with his shoe loafer test that the ground was moist, land not flooded after months of waiting in foot dragging for his inspection done in 8/2011.

After I found these plans in full vision, in City Hall as an employee was viewing them when I came unannounced, Joe then back pedaled saying he had been looking for these plans for a long time. Mike Hurley adding, big deal, happened 50 years ago. We're not responsible now. Like hell. That is just when the corruption began to Seaview Terrace and you are one of the current torch bearers.

But, Joe- why didn't you tell me you were missing the original plans to my property when I asked Wayne Marshall, City Planner and document with holder for the full history of the development of Seaview Terrace way, way back in 4/2011. You also with held a City Hired engineers report when  original 1967 owner of Seaview Terrace, Dr. Caswell, began taking in water for the first time in his basement in the 1980's.

It began shortly after the Birches were built (these original plans also missing per Wayne Marshall from the Waldo County Registry Deeds- Cloutier- The Birches, Book 00011 Page 61 ref#1978 0400). The City Attorney, Bill Kelly, wrote that the City will not replace. Per Slocum-It's just the dynamics of any small municipal, that's the way it is..

The City hired engineers report was a sham. He didn't look for any cause of flooding outside of Seaview Terrace. Basically like looking at a bee sting on your hand and scratching your head "How?" Oblivious to the massive buzzing hive above your City biased head. And further writing that many basements in Belfast are getting flooded!!

City Attorney Bill Kelly brandishes this report, never revealed to me prior, to use against me in the 1/1/11 City Council Meeting. He states he his highly influenced by this report and finds no City flooding to Seaview Terrace. He runs out of the meeting when I question legitimacy of report. Council immediately votes- No Action at this time. Good Luck and Good Bye Ms. Allen.

And lets not forget this advice from Joe Slocum... because of Ms. Allen's anxiety, she may not be happy with these answers.

The DEP is not without blame. They signed approvals of plans to drain into an "un-named stream" Tom Gilbert, DEP, finally inspected CASS storm paths, and refused to look or report at the unapproved exit of stormwater from the fenced in detention pond at CASS. I was specific prior to his inspection to where this exit was. Right behind the Sweetser School, lower end of pond. Exits into path on Northeast Side of Sweetser (Miller St. side) merging with another unapproved path (from the Muck?) to travel under School St and down to Seaview Terrace. I wanted to be present for the inspection to point this out as well as unapproved drainage near the Birches. He did not allow me to attend and neglected reporting these paths. Commissioner Aho refuses to hear this and closes inspection with DEP approval.

Now, I have uncovered that most of these sites are to be taking plowed snow off site per the Final Conditions plans. Planning and Code do not enforce violations of snow piling. That is the cause of the flooding to Seaview Terrace in 2009 that flowed over the huge culvert, into many yards, crossing the street, almost taking cars. This was reported to DPW and Planning. No action taken only to illegally dig ditches on private property to get flooding back into stream to me.

I moved here in 2010 to this undisclosed nightmare, courtesy of Town and Country realtors, Bill Ingersoll and Earl Black. Spring thaw of 2011 ripped away 600 ft of property. Only I did not accept their lies of unaccountability. Roaring water paths are not hard to track. That's when they decided I needed to be crushed. Almost 2 years later and a blog full of proof, www.belfastbullies.blogspot.com they are continuing to push mental bullying.

Here we are, residents on a City owned street. They know the reason for the flooding and use bully tactics to hide it. The real knife to the heart is that they refuse to even enforce code to take snow off site. See my pictures at the blog. A simple drive by proves they are piling all winter to let it melt to us. They know it, they are killing us and they could care less. They slaughter anyone who challenges them.

Perhaps the non-recording of the meeting was a fluke that has never happened prior. Perhaps not. I have been lied to over and over. I do not lie and I am accountable. I am a mom trying to live in safety and peace. I did not create this hell. I was sold it and Planning made it.

I am positive that Ned did not and has never prior moved a switch that stops recording. He is a professional.  I came to that meeting early, @6:15. City Manager Joe Slocum was at his spot working. After he saw me, he left the room. I am assuming that is when he called for a police guard . When could that switch have been hit? Ned wasn't there. My public speaking to the City Wall Hall corruption was devastating and took every strength left in my soul. This is flat out censorship corruption.
