Belfast — Public Hearing #1

Pursuant to the Special Amusement Ordinance of the City of Belfast and the provision of Title 28-A Section 1054 MRSA, a public hearing will be held in the Council Chambers of Belfast City Hall on Nov. 7, 2012 at 7 p.m. or as soon as possible thereafter, on an application for a renewal Special Amusement Permit by The Crusty Crab LLC d/b/a Front Street Pub, for live entertainment, music, vocals – Karaoke, DJ and dancing located at 37B Front Street, Belfast, interior and exterior deck.

Public Hearing #2

In accordance with Title 28A Section 653 MRSA 1964 a public hearing will be held on Nov. 7, 2012 at 7 p.m. or as soon as possible thereafter, on an application by The Crusty Crab LLC, d/b/a Front Street Pub, located at 37B Front Street, Belfast, for a renewal Malt, Spirituous and Vinous Restaurant Class liquor license, interior and exterior fenced in deck.

Public Hearing #3

In accordance with Title 28A Section 653 MRSA 1964 a public hearing will be held on Nov. 7, 2012 at 7 p.m. or as soon as possible thereafter in the Council Chambers of Belfast City Hall to hear an application by Erin Richardson-French d/b/a The Lost Kitchen located at 108 Main Street, Belfast, for a renewal Malt, Spirituous and Vinous Restaurant Class I liquor license (interior only).

Public Hearing #4

The City of Belfast will hold a Public Hearing on Wednesday, Nov. 7, 2012 at 7 p.m., immediately prior to its scheduled City Council meeting, at Belfast City Council Chambers, 131 Church St., Belfast, to discuss acceptance of a $200,000 Community Development Block Grant (CDBG) Economic Development Program grant. The purpose of the grant is to provide funding to Front Street Shipyard to purchase and install a custom heated spray paint booth and to make improvements to the former Belfast Boatyard property located at 39 and 41 Front St., Belfast (making improvements to the office building, purchasing a installing a used 30-ton capacity crank, making repairs, strengthening the existing wooden dock and forming and pouring a structural concrete crane pad to help support the concentrated weight of the crane). Public comments will be solicited at this hearing and will be submitted as part of the Project Development Phase. All persons wishing to make comments or ask questions about the acceptance of these funds are invited to attend this Public Hearing. Public Hearing #5

The Belfast City Council, at the regular council meeting Wednesday, Nov. 7, 2012, beginning at 7 p.m. or as soon as practical thereafter, in the council chambers of Belfast City Hall which is located at 131 Church St., shall conduct a public hearing regarding the proposed amendments to the City Code of Ordinances, Chapter 74, Buildings and Building Regulations. The Nov. 7 meeting is the Second Reading of this Ordinance Amendment. The proposed amendments are associated with the City revising its current Building Code, Plumbing Code and Electrical Code regulations so that the City regulations comply with current State of Maine Uniform Building and Energy Code (MUBEC) regulations, which the City of Belfast is required to implement.

The Belfast City Council, at the regular council meeting of Wednesday, Nov. 7, 2012, beginning at 7 p.m. or as soon as practical thereafter, in the council chambers of Belfast City Hall, which is located at 131 Church St., shall conduct a public hearing to give interested members of the public an opportunity to comment on the Amendments to the General Assistance Ordinance. The Amendments to the General Assistance Ordinance are available for review at the General Assistance Office at City Hall Tuesday’s, Thursday’s and Friday’s from 8:30 a.m. to 4 p.m.

Business

•Request from the Propeller Club to hold a marine education event in Heritage Park on May 19, 2013.

•Consideration of a proposed “Consent Agreement” to resolve multiple property claims including violations of the City’s Zoning Ordinance.

•Request from the owners of the property located at the corner of Jackson Avenue and Bayview Street to cut down two trees within the city right-of-way so they can build two driveways into their planned home.

•Request from the City Manager for authority to give Our Town Belfast all remnants of the 2012 Please, Be Seated Project.

•Discussion and action on a $200,000 CDBG grant to help expand the Front Street Shipyard.

•Second reading and request for the adoption of amendments to the City’s Zoning Ordinance to incorporate existing State mandated Building, Plumbing and Electrical codes.

•Second reading and adoption of amendments to the City’s General Assistance ordinance as recommended by the State of Maine.
Request from the City Manager for funding approval for the new commercial fishing and float facilities at the City’s waterfront.

•Update on the Harbor Walk Project.

•Acceptance of an award of bids for the weatherization of the Belfast Police Station.

•Acceptance and possible award of bids for two new photocopiers for City Hall.

•Consideration of a request from the Planning Department to hire Gorrill Palmer as our engineer for pedestrian improvements at the intersection of Route 1 and 141.

•Recommendation from the City Manager to purchase kitchen equipment from the former Concession operator at City Park.

•Request to purchase a new Public Works sidewalk tractor.

•Request from the City Manager to go into executive session to discuss Union Negotiations pursuant to 1 MRSA 6 D.

Signing of Council orders and housekeeping items.
