An arrest or summons does not constitute a finding of guilt. An individual charged with a crime is presumed innocent unless and until proven guilty at criminal proceedings.

Law enforcement officials with Troop D of the Maine State Police responded to the following incidents in Waldo County during the past week. Anyone with information regarding ongoing investigations is asked to call 800-452-4664.

Feb. 14
Trooper Ryan Brockway stopped Jason Skillings, 22, on North Searsport Road in Searsport for a vehicle defect. Skillings was summoned for operating after suspension.

Trooper Jonathan Russell stopped Judy Hall, 59, on Route 1A in Winterport for an inspection sticker violation. A passenger in the vehicle, 33-year-old Elleetta Hall, was summoned for illegal attachment of registration plates, and Judy Hall was summoned for permitting the illegal attachment of registration plates.

Feb. 15
Brockway investigated a report of a violation of a protection order in Swanville. His investigation revealed there was a civil matter centering around a child custody dispute. The investigation continues.

Brockway investigated a telephone harassment complaint on Stream Road in Winterport. The complainant reported receiving numerous phone calls in a short period of time from a particular individual. The male caller was located and warned for harassment.

Feb. 16
Trooper Donald Webber stopped Paula O’Connor, 44, of Belfast on Robinson Schoolhouse Road in Morrill. O’Connor was summoned for operating after suspension.

Trooper Bethany Couturier investigated a report of an assault in Winterport. Her investigation revealed a physical altercation had occurred as the result of a dispute over some personal property. The case will be forwarded to the District Attorney’s Office for review.

Brockway and Russell responded to a report of a family fight on Oak Hill Road in Swanville. Their investigation revealed an argument over family property had occurred. The troopers determined that no assault had taken place and it was deemed to be a civil matter.

Russell investigated a harassment complaint on Bear Mountain Way in Swanville. His investigation revealed that the complainant had reported that his neighbor was threatening the complainant’s children. The neighbor was warned for harassment.

Feb. 17
Sgt. Jeff Mills stopped Aaron Upton, 25, after Mills was nearly struck head-on by Upton’s vehicle on Route 3 in Montville. This took place after the Waldo County Regional Communications Center had received a number of complaints of an erratic driver in the area. Upton was charged with driving to endanger.

Trooper Shawn Porter stopped Stephen Palmer, 26, on Route 141 in Belfast for a vehicle defect. Palmer was summoned for operating after suspension.

Trooper Corey Smith summoned Daniel Owen, 32, of Hermon for passing a stopped school bus. The summons was the result of a report that was initially filed Feb. 9, alleging that Owen had passed a stopped school bus that day near the Leroy Smith School in Winterport.

Feb. 19
Couturier stopped Christopher Finley, 36, of Knox on Route 137 in Waldo for an inspection violation. Finley was summoned for illegal attachment of registration plates.

Couturier stopped Cassandra Smith, 20, of Unity on Route 7 in Brooks for a seatbelt violation. Smith was summoned for operating after suspension.

Couturier stopped Craig Carlson, 23, of Belfast on Route 3 in Belfast for a registration violation. Carlson was summoned for operating after suspension.

Feb. 20
Smith investigated a late report of a domestic assault in Stockton Springs. His investigation revealed the complainant had reported that her mother had assaulted her the previous day. Smith’s report will be submitted to the District Attorney’s Office for review.

Smith investigated a bad check complaint in Winterport. The complainant reported having received a bad check from a client. The investigation continues.

Smith issued a subject from Winterport a harassment notice on behalf of a complainant who lives in Bucksport.
