An arrest or summons does not constitute a finding of guilt. An individual charged with a crime is presumed innocent unless and until proven guilty at criminal proceedings.

Law enforcement officials with Troop D of the Maine State Police responded to the following incidents in Waldo County during the past week. Anyone with information regarding ongoing investigations is asked to call 800-452-4664.

March 13

Trooper Jonathan Russell stopped Justin Moore, 23, on Route 7 in Brooks for a vehicle defect. Moore was arrested for operating without a license.

March 15

Troopers Pat Hood and Elisha Fowlie responded to a trespass complaint on the Pout Town Road in Stockton Springs. Investigation revealed an argument between a father and a son. There was no assault, according to police, as the argument was verbal only and the son was issued a trespass warning.

Trooper Luke Cunningham investigation a single-vehicle crash on the Oak Hill Road in Swanville. Devin Sprague, 19, received minor injuries as a result of the crash. Once cleared by the hospital, he was arrested for operating under the influence and violating condition of release and taken to the Waldo County Jail.

Troopers Bethany Couturier and Shawn Porter responded to a 911 hang-up call on Baker Road in Winterport. Investigation revealed Kathryn Gray, 29, had allegedly assaulted a male and an 11-year-old boy. She was arrested for domestic violence assault and violating condition of release and taken to the Waldo County Jail.

March 16

Fowlie stopped Mark Adams, 41, on Route 3 in Palermo. Adams was arrested on an outstanding warrant and taken to the Waldo County Jail.

March 18

Trooper Jonah O’Roak investigated a report of littering and harassment in Winterport. Investigation revealed two male juveniles, ages 12 and 15, had thrown harassing notes out the school bus window. The notes were directed at a 16-year-old. The two juveniles were not charged and it was being dealt with at the school and by their parents.

Trooper Donald Webber stopped Robert Wilson, 20, of Searsport on Route 1A in Stockton Springs for an inspection violation. Passenger Dylan Knox, 21, was arrested on an outstanding extradition warrant out of California. Trooper Jessica Shorey from Troop J and her K-9 responded and police report that marijuana and scheduled drugs were found in the vehicle. Wilson was arrested for possession of scheduled drugs and Knox was arrested on the warrant. Both were taken to the Waldo County Jail.

March 19

Porter stopped Dana Herbest, 48, on Route 141 in Swanville. Herbest was summoned for operating after suspension.

Porter arrested Larry Rackliff, 58, on Oak Hill Road in Swanville on an outstanding warrant. Rackliff was taken to the Waldo County Jail.

Sgt. David Tripp and Troopers Couturier and Porter conducted a bail check on Swan Lake Avenue in Swanville. Andrea Crawford, 44, was summoned for possession of drug paraphernalia.

March 20

Porter stopped Kevin McAvoy on Route 1A in Winterport for a seatbelt violation. Passenger Craig Withee was riding with McAvoy, and both were arrested for violating condition of release and taken to the Waldo County Jail.
