An arrest or summons does not constitute a finding of guilt. An individual charged with a crime is presumed innocent unless and until proven guilty at criminal proceedings.

Law enforcement officials with Troop D of the Maine State Police responded to the following incidents in Waldo County during the past week. Anyone with information regarding ongoing investigations is asked to call 800-452-4664.

March 21
Trooper Donald Webber stopped Maureen Soucy, 47, of Belfast on Route 1 in Belfast. Soucy was summoned for operating after suspension.

Webber stopped Jeffrey Smith, 31, of Troy on Route 220 in Troy for a registration violation. Smith was summoned for operating an unregistered motor vehicle more than 150 days past-due.

March 22
Trooper Jonathan Russell investigated a report of stolen tools.Information led to Michael Brillard, 24, who was arrested in Unity for theft and possession of stolen property and possession of drug paraphernalia. Trooper Jonah O’Roak and Waldo County Sheriff’s Detective Jason Bosco assisted.

Trooper Adam McNaughton responded to a report of an assault on Gordon Hill Road in Thorndike. Investigation revealed an argument between a male and a female. The case has been forwarded to the district attorney’s office for review.

March 23
Trooper Luke Cunningham summoned Steven Weeman, 46, of Troy for negotiating a worthless instrument. The checks were written to Patterson’s Store in Burnham in January.

March 24
Sgt. David Tripp stopped Jean Smith, 37, for erratic operation on Stevens Road in Freedom. She was arrested for operating under the influence and transported to Waldo County Jail. Passenger Desiree Gerrior, 28, was arrested on an outstanding warrant and was also taken to Waldo County Jail.

Webber stopped Jayne Pelletier, 45, of Newburgh on Route 202 in Unity for a vehicle defect. Pelletier was summoned for possession of marijuana and possession of drug paraphernalia.

March 25
Webber stopped Robin Webster, 45, of Morrill on Route 131 in Morrill. Webster was arrested on two outstanding warrants and transported to Waldo County Jail.

O’Roak responded to a report of a domestic dispute on Purple Heart Highway in Brooks. Investigation revealed Ricky Seekins, 38, had damaged property. Seekins was arrested for domestic criminal mischief and taken to Waldo County Jail. Russell and Waldo County Sheriff’s Deputies Scott Jones and Gerry Lincoln assisted.

March 26
Cunningham investigated a report of gross sexual assault. The investigation revealed the allegations were unfounded. The Department of Heath and Human Services Adult Protective Services was notified.

Cunningham investigated a report of a domestic assault in Knox. Linwood Doughty Jr., 47, assaulted a female and left the residence. Doughty later turned himself in to Webber, who was at the Waldo County Jail. Doughty was charged with domestic assault, domestic criminal mischief and a probation hold was placed on him. Trooper Bethany Couturier assisted.

Webber and Couturier responded to a report of a fight on Purple Heart Highway in Brooks. Investigation revealed an argument between Basil Littlefield, 27, and Mara Downs, 21, both of Brooks Littlefield was charged with domestic violence criminal mischief and Downs with domestic assault Waldo County Sheriff’s Detective Merl Reed and Lt. Jason Trundy assisted.

Trooper Shawn Porter, Webber and Couturier responded to a report of an assault on Waning Road in Unity. Investigation revealed Dawn Kitchin, 29, had assaulted a taxi cab driver who had transported several subjects from Winslow to Unity. Kitchin was summoned for assault.

March 27
Couturier responded to a report of a female with possible alcohol poisoning at Unity College. The 18-year-old female was at a party. She was taken to Maine General Hospital in Waterville for treatment. The investigation continues.
