A local man who was recently released from jail after serving time for a sex offense admitted that he recently forced a 12-year-old girl to have sex with him, according to court documents.

Scott Brian Ritter, 23, of Belfast was arrested Wednesday afternoon, Dec. 1, for gross sexual assault and a probation violation following an investigation conducted by officers of the Waldo County Sheriff’s Office.

Ritter made his initial court appearance on a new sex-abuse charge Friday, Dec. 3.

Ritter was listed on Maine’s Sex Offender Registry at the time the latest offense allegedly took place. Ritter was included on the registry after he was convicted on one count of unlawful sexual contact stemming from a 2009 incident involving a 4-year-old child. Last summer, Ritter was sentenced at Waldo County Superior Court to four years in prison with all but nine months suspended on that charge. Ritter was also sentenced to serve 12 years’ probation upon his release.

The newest charge, which involves a 12-year-old girl, was reported to police last week.

During his appearance before Justice John Kennedy at Fifth District Court in Belfast Friday, Dec. 3, Ritter did not enter a plea. The court has yet to appoint an attorney to represent him.

Ritter appeared via videoconference from Two Bridges jail in Wiscasset.

The judge set Ritter’s bail at $50,000 cash or $100,000 real estate surety. Court records indicate that Ritter would likely remain in custody even if he made bail, because his probation officer, Matt Magnussun, requested that Ritter remain in custody on a probation hold.

According to affidavits on file at Fifth District Court, detectives at the Waldo County Sheriff’s Office interviewed Ritter’s alleged victim. The youngster told police that in September, Ritter forced her to have intercourse with him, and that he stopped only after she said it hurt and pushed him away.

Court records show that detectives interviewed Ritter on the same day. Ritter reportedly admitted to having sex with the girl, and his story matched that of the victim.

“Scott [Ritter] said he knew [the victim] was 12 years old and he was sorry for forcing [the victim] to have sex.”

Ritter was placed under arrest immediately following his interview with police.

Ritter is scheduled to appear at a status conference at Fifth District Court in Belfast Thursday, March 31.
