A Belfast man who is accused of raping a 12-year-old girl within months of being found guilty of a sex crime against a 4-year-old child has been ordered to serve the remaining 38 months of his suspended sentence on the initial offense.

Court records indicate that on Monday, Dec. 6, 23-year-old Scott Brian Ritter appeared at Fifth District Court by video from Two Bridges Regional Jail in Wiscasset and agreed to a motion to revoke his probation on the conviction for unlawful sexual touching. Ritter will serve the remaining portion of his sentence in the custody of the Maine Department of Corrections as a result of the order imposed by Justice John Kennedy.

Ritter will also face prosecution on the current charge of gross sexual assault, according to court documents.

He was arrested on the latest charge Wednesday, Dec. 1, for gross sexual assault and a probation violation following an investigation conducted by officers of the Waldo County Sheriff’s Office.

Ritter was listed on Maine’s Sex Offender Registry at the time the latest offense allegedly took place. Ritter was included on the registry after he was convicted on one count of unlawful sexual contact stemming from a 2009 incident involving a 4-year-old child. In July, Ritter was sentenced at Waldo County Superior Court to four years in prison, with all but nine months suspended on that charge. Ritter was also sentenced to serve 12 years’ probation upon his release.

Since his arrest Dec. 1, Ritter has been held at Two Bridges on $50,000 cash or $100,000 surety bail. Ritter will be transported to a state prison facility to serve out the remainder of his suspended sentence on the prior conviction, according to court documents.

While Ritter was convicted on the unlawful sexual touching charge in July, he was released from jail that same month. Court records show that in November, Ritter admitted to violating his probation by drinking a beer and smoking marijuana. Ritter was ordered to serve 30 days for that offense.

Ritter was arrested on the gross sexual assault charge within a week of his release from jail, after an investigation conducted by detectives with the Waldo County Sheriff’s Office revealed a new allegation that Ritter had attempted to force a 12-year-old girl to have sex with him. During an interview with police, the alleged victim said Ritter stopped the alleged assault only after she said it hurt and pushed him away.

Court records show that detectives interviewed Ritter on the same day. Ritter reportedly admitted to having sex with the girl, and his story matched that of the victim.

“Scott [Ritter] said he knew [the victim] was 12 years old and he was sorry for forcing [the victim] to have sex,” stated the police affidavit.

Ritter is scheduled to appear at a status conference at Fifth District Court in Belfast Thursday, March 31.
