An arrest or summons does not constitute a finding of guilt. An individual charged with a crime is presumed innocent unless and until proven guilty at criminal proceedings.

Law enforcement officials with Troop D of the Maine State Police responded to the following incidents in Waldo County recently. Anyone with information regarding ongoing investigations is asked to call 1-800-452-4664.

March 20

Trooper Jonathan Russell stopped a vehicle on Route 3 in Belmont for a speeding violation. After making contact with the operator, 26-year-old Nicole Pearse, Trooper Russell learned that her license had been suspended. Pearse was issued a traffic summons for operating after suspension (infraction) and released to a licensed operator.

Trooper Donald Webber stopped Ruben Delaguila, 39, of Montville, on Route 3 in China. Trooper Webber determined Delaguila’s license was under suspension and he had conditions of release. Delaguila was arrested and charged with operating after suspension and violations of conditions of release.

Trooper Webber stopped Nina Robinson-Poole, 22, of Brooksville, on Route 3 in Palermo. Trooper Webber determined that Robinson-Poole’s registration had expired more than 150 days earlier. Robinson-Poole was given a summons for the offense, and released.

Trooper Shawn Porter stopped a vehicle on Route 3 in China for allegedly failing to stop for two stop signs and because the operator was allegedly not wearing his seatbelt. The operator, 39-year-old Stephen Shunskis, was on probation and was subject to random search and testing. Shunskis’s vehicle was searched and alcohol was reportedly located under the front seat. Shunskis was arrested for the probation violation and taken to Waldo County Jail.

Trooper Porter stopped to check on a disabled vehicle on Route 3 in Liberty. The male driver, 32-year-old Danny Leigh, was summoned for possession of drug paraphernalia and then released.

Trooper Porter responded to Wards Way in Belfast for a K-9 track, where Earl Leathers, 25, had allegedly damaged a residence and run into the woods. Upon his arrival, Trooper Porter utilized his certified K-9 partner, Tex, to locate the track. Leathers was taken into custody by Belfast Police Department  personnel as he was trying to avoid detection by the K-9 he had seen following him.

March 21

Trooper Bethany Couturier received a complaint of a motorist passing a stopped school bus on Route 1 in Northport. The registration was obtained and the operator, later identified as 20-year-old Zofia Weiss of Belfast, was summoned for passing a stopped school bus.

Trooper Couturier investigated a phone harassment incident in Montville. Tyler Damon, 19, of Stockton Springs was arrested on a probation hold, and summoned for terrorizing and harassment by telephone.

Trooper Porter stopped a vehicle on Route 3 in Palermo. Anthony Cowing, 33, was summoned for operating an unregistered motor vehicle for more than 150 days and released.

March 22

Trooper Elisha Fowlie responded to an incident on North Mountain Valley Highway in Montville. Trooper Fowlie met with Kenneth Brown, 50. Trooper Fowlie reportedly located a marijuana plant and several marijuana pipes within the house. Brown was summoned for cultivation of marijuana and possession of drug paraphernalia.

March 24

Trooper Fowlie stopped a car on Route 3 in Palermo for an alleged loud exhaust violation. The passenger was identified as 19-year-old Jake Pilsbury. A consent search reportedly revealed Pilsbury was in possession of a marijuana pipe and Pilsbury was charged with possession of drug paraphernalia.

Trooper Fowlie stopped a car on Route 3 in Palermo for a speeding violation. The front seat passenger was identified as Kenneth Brown, 50. A consent search reportedly revealed that Brown was in possession of a bag of marijuana and a marijuana pipe. Brown was summoned for both offenses.

March 25

Trooper Russell stopped a vehicle on Route 3 in Belfast for an alleged speeding violation. After making contact with the operator, Mark E. Smith, 21, of Orono, Trooper Russell learned that Smith’s driver’s license was suspended and he was issued a summons for operating after suspension and released.

March 26

Trooper Porter pulled over a vehicle for speeding on Route 3 in Montville. The driver, 29-year-old Wesley St. Pierre, reportedly had a suspended license and he was summoned for the violation.

Trooper Porter went to Lincolnville Road in Belmont to serve a subpoena. As a result, Heidi Emmerton-Leathers, 30, was arrested for a probation violation.

Trooper Scott Quintero stopped a vehicle on Route 1 in Thomaston for a seatbelt violation. Ashley Willey, 20, of Thomaston was identified as the driver and Brittany Heath, 19, of Stockton Springs was identified as the passenger. Willey was summoned for possession of a usable amount of marijuana and sale and use of drug paraphernalia. Heath was summoned for sale and use of drug paraphernalia and released.
