An arrest or summons does not constitute a finding of guilt. An individual charged with a crime is presumed innocent unless and until proven guilty at criminal proceedings.

Law enforcement officials with Troop D of the Maine State Police responded to the following incidents in Waldo County between April 17 and April 23. Anyone with information regarding ongoing investigations is asked to call 800-452-4664.

April 23

Troopers Jonathan Russell and Jonah O’Roak and Sgt. Jeff Mills responded to Unity College after campus security personnel reported they had detained an intoxicated student who had attempted to leave campus in her vehicle. Kendra Vyr, 19, was arrested for operating under the influence and charged with illegal transportation of liquor by a minor.

April 22

Trooper O’Roak assisted Waldo County Sheriff’s Deputy Nick Oettinger with a traffic stop in Frankfort by administering horizontal gaze nystagmus on Howard Alley, 36. Deputy Oettinger arrested Alley for OUI.

Trooper O’Roak arrested Dakota Durand, 19, at his residence in Brooks, on an outstanding warrant for failure to appear.

Trooper Jason Madore stopped Jennifer Belcher, 25, for not wearing a seatbelt on School Street in Unity. Belcher was summoned for the seatbelt violation and operating after suspension.

April 21

Trooper Bethany Couturier summoned James Owen, 21, of Unity, for criminal mischief.

Trooper Shawn Porter stopped a motorist for a plate light violation on Depot Street in Unity. Mark Whittaker, 29, was arrested for OUI.

Trooper Elisha Fowlie responded to a fully involved car fire on Route 220 in Thorndike. Sara Brillard, 24, reportedly had pulled over because her vehicle was not properly operating. After attempting to start it several times, Brillard said flames erupted from underneath the hood. Brillard escaped without injury; the car was a total loss. Thorndike Volunteer Fire Department put out the blaze.

Trooper Fowlie responded to a report of a serious personal-injury crash on Waning Road in Unity. Trooper Fowlie reported the victim was ejected 75 feet from the vehicle into a field. The victim, who reportedly had non-life-threatening injuries, was transported to Thayer Hospital.

April 19

Trooper Porter responded to a rollover accident at the intersection of Route 203 and Morgan Pitch Road in Brooks. Aaron Booton, 23, was summoned for failure to notify of an accident by quickest means.

April 18

Trooper Porter stopped a motorist for an expired inspection sticker on Troy Road in Burnham. Gregory Salaoutis, 32, was summoned for operating an unregistered motor vehicle; his vehicle was towed.

April 17

Trooper Russell responded to a vehicle off Troy Road in Burnham. Kevin Miller, 47, was charged with OUI and OAS.

Trooper Fowlie responded to a criminal trespass complaint on Morgan Pitch Road in Brooks. The complainant reported that her home had been entered and her bedroom rummaged through. There was no damage and nothing was reportedly taken. The investigation continues.

Trooper Fowlie responded to a complaint of a loud party on Route 139 in Unity. The suspect was warned for disorderly conduct and advised to turn down the volume of the music.
