Board approves ambulance repair, tent purchase

Short-term rental ordinance change sent to Planning Board

Stockton Springs — The Board of Selectmen approved repairs to a town ambulance, decided to purchase the tent and heater now being rented for use outside the Town Office walkup window, sent a proposed ordinance change to the Planning Board and decided on a recipient for the annual Spirit of America Award Jan. 21.

Ambulance Director Charles "Chas" Hare reported that he had taken the older of the town's two ambulances to Autotronics in Bangor because the company builds ambulances and has the expertise to do the needed work. He said he had received an estimate of between $25,000 and $30,000 to repair the vehicle so it would be "just like new." The ambulance has around 87,400 miles on it.

Board member Peter Curley said he thought the work, which would include replacing the batteries, engine, transmission and air conditioning, among other repairs, could be accomplished for $25,000. He and Town Manager Jennifer King asked Hare to get a more exact estimate of the cost. The board approved using funds from the ambulance repair account to repair the vehicle, and King noted that the board could call a special meeting to approve the exact amount of the expenditure once it was known.

The board also approved spending $1,100 from the administration building account to buy the 10-foot-by-10-foot outdoor tent and portable heater currently being rented by the town for use in front of the Town Office walk-up window. Board members agreed that the rented tent was of better quality than anything else they had found available for purchase, and felt that the tent and heater would have other uses for the town once the COVID-19 pandemic is over.

The board voted to present this year's Spirit of America Award to the Community Builders group, with Selectman Betsy Bradley abstaining because she is a member of the group.

In other action, selectmen approved sending a proposed amendment of the Land Use Ordinance to the Planning Board. The change would require owners of short-term rentals (up to seven days) to have a life safety inspection by the code enforcement officer for an annual fee of $100 per unit. Changes proposed to the Application, License, Permit and Other Fees Ordinance were also sent to the Planning Board.

Reached by email Jan. 25, King said she had decided to seek the ordinance change in response to complaints about one Airbnb property in town. The Planning Board will review the proposed change March 3 and make any alterations it deems necessary. The measure would have to be approved by residents at the annual town meeting in June to become law.

Following the meeting, Bradley reported in the workshop session that Community Builders will drop off boxes with cards and treats for older residents for Valentine's Day. She said schoolchildren have been enlisted to make cards and the group is seeking the names of residents who might appreciate receiving a box.

Also, King notified board members that tree trimming has begun on McKenney Road.
